  • General Procurement Notice for Support to Economic Diversification Technical Assistance Project. GENERAL PROCUREMENT NOTICE 1. The Government of Botswana has applied for a grant from the African Development Bank Group’s Fund for African Private Sector Assistance (FAPA) to finance the Support to Economic Diversification Technical Assistance Project. 2. The overall goal Technical Assistance (TA) Project is to support the Government of Botswana in its efforts to diversify the economy through increased competitiveness of SMEs and effectiveness of Business Support Institutions in business support and service delivery. This will be achieved by supporting Business Botswana, an Apex business association to implement activities under the Botswana Private Sector Development Strategy, (PSDS) which is the main framework for support to private sector development in Botswana. Specific objectives is to sstrengthen small stock, tourism and horticulture industries through interventions aimed at improving business linkages and partnerships, strengthening the business development market. 3. The Technical Assistance will support Business Botswana (BB) through two inter-linked components as follows: Component 1: Review and Update of Private Sector Development Strategy and Program. This component aims at updating and reviewing Private Sector Development Strategy and Program (PSDSP) to take into account the changed circumstance during the last eight (8) years of its implementation. The PSDSP was formulated in 2008 and a number of new issues have emerged that necessitates the strategy review and updating. Some of the emerging issues emanate from new initiatives at national level (Vision 2036; National Development Plan 11; AGOA Implementation Strategy etc.), regional level (SADC Industrialization Policy & Tripartite Free Trade Area) and international level (Economic Partnership Agreements etc.) Component 2: SME Improvement Programme. This component is aimed at building an ecosystem that would, on sustainable basis support SMEs initially in Horticulture, Tourism, and Small Stock sectors. The component is divided into two sub-components namely - Institutional Support and Development; and Capacity Development Program for SMEs. Sub-component 2.1: Institutional Support and Development. This sub component aims at strengthening the key value chain stakeholders in Horticulture, Tourism and Small Stock sectors. Two Associations have been identified for support. These are Botswana Horticulture Council (BoHoCo), and Small Stock Industries Federation (SSIF). In tourism, an in-service training program will be designed jointly with Hospitality and Tourism Association of Botswana and Botho University. Sub-component 2.2: SME Capacity Development: The aim of this component is to design and provide meaningful support to high growth enterprises. The Technical Assistant will support up to 100 high growth SMEs selected from Small Stock and Horticulture sectors through various capacity enhancing initiatives. The objective is to assist SMEs enhance their production capacities and capabilities, re-orient their business strategies and models and access various markets for their products. 4. Procurement under the Project will include recruitment of a Project Coordinator, a Procurement Expert, Business Development Service Providers and National Counterparts as individual consultants. A Consulting Firm will be recruited to implement the two components and other consultancies to be recruited will include auditing services and end project evaluation. Procurement of goods and/or works will be in accordance with the Bank`s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank`s Rules of Procedure for the Use of Consultants. Operational costs will be procured using internal administrative and finance procedures of Business Botswana. Bidding documents are expected to be available in August 2018. 5.
